Flozell was born on December 6,1951 in Magnolia, MS to JJ Carter and Willie Mae Simmons Carter.  He was a retired United States Army Veteran.   He served in Germany, Panama, and Egypt and also during Operation Desert Storm.  Flozell Carter was a man of principles and firm beliefs.  He loved Jesus and lived his life as a true Christian.  He clearly believed in the reality of a heaven and hell.  He loved his family, always proud of his daughter, Danyell and two sons Flozell and Ben.  He recalled many memories from life growing up on the family farm.  His four sisters and six brothers were very important to him.  He held a special place in his heart for his father, JJ and his mother Willie Mae.  Flozell enjoyed life with his wife, Brenda for 22 years.  They looked forward to many more years of retirement.  He told many stories of his adventures while on active duty in the US Army.  Favorite days for Flozell were sunny, 90-degree temperatures on his tractor, dogs following along behind.  He had a special bond with his Blue Heeler, Molly his "cow dog".  He thrived and excelled in agriculture and in quality care of his cattle and farmland.  Flozell was an active member of West McComb Baptist Church, Pike County Cattleman's Association and The American Legion of McComb.

He is preceded in death by his parents, and a sister Georgia Ann Carter, his first wife Denita A. Carter.
